Abstract

The increasing cost of housing and the difficulties in the access for a growing part of the population is now a social and economic problem in many urban areas of Spain and other European Union countries. The article discusses the main theories about its causes, dependence on recent trends, the startegies of the main actors, especially financial ones, and their impact on rental housing. It analyses the evolution of price inequalities by territory at different scales. After a diagnosis based on the use of secondary sources, the text concludes with a proposal for lines of action in housing policy.
