Genesis and Consolidation of Social Services in Aragon: A Critical Analysis

Since the transition to democracy to the present day, the social services system has been consolidated within the margins of a multi-level and decentralised model. The aim of this article is to analyse the construction of the Public Social Services System in Aragon from the beginning of the constitutional period to its consolidation in the present day. From a methodological point of view, we have opted for a historical-documentary analysis approach, focusing on the products (laws, plans, etc.) produced by the public actors who have shaped the social services system in Aragon, as well as previous studies on the subject and the personal experience of the authors. To this end, a documentary and legal review of the legislation and regulations approved by the institutions is carried out, with priority given to those specifically concerning Aragon’s social services, but also highlighting the role played by the State, both through the transfer process itself and through subsequent regulations that have had a direct impact on social services in Aragon. The results of the process indicate that, after a voluntary and disjointed birth of social services in Aragon, legislation modernised the social services system in the autonomous community, mainly through the regional structure, which is essential for effective access to services in the territory.
