Governance of Social Services: Barriers, Opportunities and Future Perspectives

Introduction. The governance of social services in Spain refers to different aspects that structure and define a public social protection system with its own heterogeneous nature throughout the State. The different public systems of social services are structured in different jurisdictional, financial, territorial and functional structures, each one constituting, in itself, an organization that may or may not contemplate governance instruments. Material and methods. The aim of this article is to approach the situation of the governance of social services in Spain from the comparative study of three autonomous communities, Castilla La Mancha, Comunitat Valenciana and Illes Balears, based on the documentary analysis of the current legislation on social services and semi-structured interviews with technicians, politicians and intermediary agents. Results. A scenario with different tools, mechanisms and strategies for collaboration, coordination and cooperation between different levels of administration and actors (public and private) involved is drawn. However, different limitations and barriers have also been identified that hinder the optimal integrated governance of public social service systems. Discussion and conclusions. The programmatic instruments and strategies that provide the backbone of territorial governance are indirectly connected with other types of governance, such as jurisdictional and financial governance, multilevel and multi-stakeholder governance. In all public social service systems, the territory is a core aspect in guaranteeing this essential public service and the subjective rights of citizens in this protection system.
