Analysis of the deservingness of the Minimum Insertion Income towards the Roma population: conflicting perceptions of users and technical professionals of the social protection system in a Spanish autonomous community.

Minimum income schemes (MIS) are programmes linked to the principle of social cohesion, whose purpose is to guarantee benefits that improve the quality of life of people in vulnerable situations. The objective of this research is to analyze the moral aspects present in economic or material welfare transactions in the context of public social assistance in Andalusia. The qualitative methodology was based on semi-structured interviews conducted with professionals/technical staff responsible for managing these benefits, as well as with users who receive or have received them. The results reveal that moral judgements tend to hold people responsible for their situation of poverty, reproducing the distinction between the ‘deserving’ and the ‘undeserving’. It was also observed that citizens tend to prioritize certain beneficiary groups over others. In the case of Roma people, the interviews show that they face greater barriers to accessing aid and greater experiences of discrimination compared to other beneficiaries. In conclusion, the study advances our understanding of the changes taking place in the welfare model: from a universal rights approach to a conditionality-based approach, where social responsibility is shifted to the individual. The concept of ‘reciprocity in redistribution’ highlights the ambivalence of current social assistance and its impact on the moral economy.
